Your opportunity at a glance. This position acts as a liaison between LCB and marijuana producers and processors, and other state agencies on non-licensing, non-financial and non-enforcement issues. The position acts as a subject matter expert in certain aspects of the marijuana industry and I-502 regulatory structure, acting as a resource on understanding marijuana production and specified compliance requirements under rule, including traceability reporting, medical compliant products, quality assurance testing, package and labeling, recordkeeping, security requirements, allowable pesticides, soil amendments, fertilizers, other crop production aids, and destruction of waste. The position also acts as the data analysis expert for the reporting system, and conducts data analysis and forensics to assist with research, financial analysis, and enforcement. A core function for this position is the ability to design solutions. The position will support ongoing work and partnerships with other state agencies on applicable areas above.

Duties

Collect, analyze and report information for large amounts of data from the WSLCB Traceability system.Produce complex reports for use by diverse groups such as division and agency management, partner agencies and state agencies as well as licensees, and their organizations.Research, analyze, evaluate and correlate information in order to determine source reliability, content validity and potential truthfulness, to develop leads and links; and to distinguish patterns and trends.Develop queries for reports and alerts for the WSLCB utilizing SQL and data analytics principals.

Maintain expert level knowledge of the cannabis industry and compliance requirements under rule for such things as traceability reporting, quality assurance testing, packaging and labeling, record keeping, marijuana production and processing methods, medical compliant products, security requirements, allowable pesticides, soil amendments, destruction of waste, commercial kitchens requirements, high risk products, allowable hydrocarbons and other solvents, professional grade closed looped extraction systems, and point of sale systems.This position is a subject matter expert on understanding marijuana processing and specified compliance requirements under rule.

The position will continue ongoing work with internal and external stakeholders on applicable areas above.This position is a subject matter expert of all traceability reporting requirements and conducts analysis for the large amount of data submitted in the traceability system in support of enforcement, licensing and finance operations.

The position involves writing briefs and disseminating findings in regard to regulatory and data analysis. The position will respond to questions and provide training on the use of the traceability system.Work closely with other Marijuana Examiners, enforcement staff, licensees, stakeholders, and contracted vendors to determine need for new functionality or updates to current functionality in the seed-to-sale traceability system.

Analyze new legislation and WAC to determine impacts to traceability and rule requirements. Actively working with our contracted vendor to ensure the Traceability System is meeting licensee and WSLCB needs.Assist in the design, testing and/or maintenance of operational databases, analytical software, hardware and peripheral equipment to enhance the quality of work product, improve productivity and ensure tools and equipment function properly.Qualifications

Required Experience

Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field.Two years of experience conducting research and analyzing policies, laws, rules, or regulations.One year of experience using SQL at an intermediate level building or running data queries

.**Additional experience conducting research and analyzing policies, laws, rules, or regulations can be substituted year for year for the education requirement.Advanced skills and demonstrated experience in data analysis. Experience working with databases, including writing queries.Advanced skills in Excel, including the ability to summarize and create charts and reports from data.Proficient to Intermediate skills in Microsoft Office Suite Software usage, including word and PowerPoint, and use of relational databases.

Required Abilities

Techniques required to produce technical reports in an appropriate format, link charts, association matrices, and other specialized reports and graphic presentations.

Ability to analyze and interpret complex data and present results in a manner that is appropriate to your audience.Ability to read, understand, interpret, and explain a wide range of complex documents, policies, rules and laws relating to the marijuana industry and regulatory system.Ability to work both independently and in a team environment.

Willingness and ability to remain current on job specific procedures through various sources, training courses, and organizational meetings to keep abreast of current changes and event relating to the cannabis industry.

Desired Abilities

Master’s degree in business administration, public administration, law, public health, health administration, or a related field.Four or more years of experience conducting research and analyzing policies, laws, rules, or regulations or comparable combination of graduate education and experience.Two or more years of data analysis experience, including but not limited to: descriptive and inferential statistical analysis, modeling, data forensics, and forecasting.

Experience working in a liaison capacity representing an organization and working with a diverse group of other government and private organizations.

Excellent oral and written communication skills, ability to build mutually beneficial relationships within and outside the Liquor and Cannabis Board.

Ability to speak publicly and prepare and give presentations and trainings.General knowledge of the marijuana industry at the producer, processor, and retail levels.

General knowledge of I-502 and requirements in rule for traceability, quality assurance testing, packaging, processing plant material into extracts and infused products, and pesticides. General knowledge the medical marijuana industry, WAC 246-70, and SB 5052, and HB 2136.

Demonstrated ability to work closely in a team environment to implement new legislation.Experience researching complex issues and delivering thorough, concise manner written and/or oral reports on findings.Special

Willingness to enter marijuana production, processing, and retail facilities by yourself.

Valid Washington State drivers’ license.

Successfully pass a criminal background check.
