The Washington State Liquor and Cannabis Board (WSLCB) is announcing an opportunity at the headquarters office in Olympia, WA for a Cannabis Manager in the Licensing Division. This full-time position reports to the Deputy Director of Licensing and Regulation, and independently approves licenses to qualified retail and non-retail business. This position will also be responsible to regulate the production, processing and sale of products in accordance with marijuana laws and regulations.

This position will advise the Deputy Director on controversial applications and licensing policy issues. In this position, you may testify on behalf of the Division before an administrative law judge or the Board in any appeal of these decisions. This position works closely with the Assistant Attorneys General (AAGs) office, Enforcement Division, Court appointed receivers, local authorities and Washington State Tribes on various licensing issues and projects.

You will be managing the workload and training of employees to make sure that they are meeting their performance outcomes. In this position, you will participate in agency rulemaking as the subject matter expert for Marijuana Licensing. You will also implement legislative and rule changes after they are approved by the Board or legislature.

This position supervises 3 Licensing Supervisors, a Program Specialist 2 and is responsible for the work of 21 Licensing Specialist Seniors.Duties

  • Utilizes knowledge of licensing laws, regulations, and Board practices to provide and update resource information for marijuana licensing staff. Develops and maintains effective working relationships with internal and external stakeholders, with a clear understanding of the Division’s mission and Board mandates and how they coincide with and differ from stakeholder expectations. Works with the unit to provide excellent customer service within the bounds of our mandates.
  • Manages the day-to-day operations of processing retail and non-retail marijuana applications.
  • Utilizes leadership skills to motivate staff to achieve high performance consistently. Cultivates a learning environment for staff to effectively expand their skill set, cross-train and work varied tasks and functions. Sets measurable goals and holds the programs accountable for meeting said goals. Performs staff evaluations, recognizes staff accomplishments that meet Division goals, and initiates corrective action when necessary.
  • Independently reviews controversial marijuana licensing applications and renewals. Utilizing analytical skills, gives guidance to supervisors and staff on complex applications.
  • Testifies at administrative hearings when required.
  • Leads and participates in internal meetings, statewide agency and external stakeholder workgroups.
  • Facilitates process improvement projects related to the marijuana licensing unit.
  • Develops section level performance measures for the unit to achieve the Agency Mission and Strategic plan, and Division objectives.
  • Works with Assistant Attorneys General, court appointed receivers, and licensees to ensure requirements are met.

Qualifications

Required:

  • *Bachelor’s degree from an accredited college or university in business administration, public administration, or closely related field.
  • Three years of management or supervisory experience in a regulatory environment.

*Experience may substitute year for year for the required education.

Preferred/Desired:

  • Demonstrated knowledge and experience in state licensing and regulation.
  • Demonstrated experience in the application of leadership skills and change management principles.
  • Demonstrated experience in developing and implementing strategic plans for a business or program.
  • Demonstrated ability to identify and solve problems in operations areas, human resources, and staff performance accountability.
  • Demonstrated ability to work cooperatively and productively with internal and external stakeholders.
  • Effectively organizes multiple assignments of a complex nature or involving competing priorities, to produce completed staff work.
  • Experience coaching and mentoring others.
  • Experience working with collective bargaining units.
  • Experience in administrative and/or criminal justice law, administrative process and procedures.
